Obstacles to The Application of Total Quality Management in The Administrative Aspects of The Colleges of Education in The Palestinian Universities

      The present study aimed to identify the obstacles to the application of TQM in the administrative aspects of the colleges of education in Palestinian universities. The study used descriptive analytical approach and relied on the questionnaire included the following areas (preparation, planning, Organization, , implementation, control, and evaluate the quality). The study population consisted of faculty members and officials, academics and administrators in colleges of education universities in the Gaza Strip (Al- Quds open , Palestine, Al-Aqsa) The study found that there are a significant proportion of the obstacles in the implementation phases of TQM at colleges of education in the Palestinian universities, which accounted for (77.14). There were more obstacles in the implementation of QM procedures, the main obstacles that have emerged in the results of the study are: the absence of method of work as a team and forming quality loops. And the limited number of meetings and seminars to educate the workers necessary quality system. The study found that there were no statistically significant differences for the most important obstacles facing the implementation of TQM at colleges of education departments in Palestinian universities due to the variable Job Title differences. As it turns out there are statistically significant differences between the averages of the study sample estimates of the most important obstacles facing the implementation of TQM attributed to the university in favor of Al-Aqsa University. The study recommended the need to increase the number of required meetings and seminars to educate the workers. to encourage the style of work as a team and the formation of QCs quality system
