Graduate Studies in Libyan Public Universities (1971 - 2025): Reality, Challenges, and Future Approaches

Abstract
This study aims to document the development of graduate programs at Libyan public universities during the period 1971–2025, identify the challenges they face, and propose future pathways to support their advancement. The study employed a descriptive-historical approach and used multiple data-collection tools, including content analysis and a questionnaire administered to graduate students, targeting a sample of universities that offer postgraduate programs. The findings indicate the need for a strong political will to reform higher education and underscore the importance of restructuring curricula to align with international standards and focusing on specializations that meet labor-market demands. The results also emphasize strengthening partnerships with international universities, providing adequate resources, and developing comprehensive educational programs that foster innovation. These measures are intended to create an academic environment that encourages young people to contribute effectively to Libya’s sustainable development.
