Aspects of enhancing administrative competencies for a culture of dialogue in Palestinian universities from the perspective of faculty members towards a proposed strategic development model

Abstract
Objectives: The study aimed to identify the Aspects of administrative leadership in Palestinian universities promoting a culture of dialogue from the perspective of faculty members, and to present a strategic development proposal.
Methods: The study followed a qualitative approach by analyzing documents, reports, the theoretical framework, previous studies, and specialized experiments related to the study topic. Data was collected through personal interviews, and the phenomenon was described and analyzed. The study was conducted on a sample of (20) faculty members working in Palestinian universities in the Gaza Strip, namely: Al-Quds Open University (Gaza Strip branches), Al-Azhar University, and Al-Aqsa University.
Results: The results of the study showed that administrative leaders in Palestinian universities rely on a variety of methods to promote a culture of dialogue among faculty members. These methods include focusing on the intellectual aspect, the linguistic aspect, the vocal aspect, body language, and the personal aspect. The results indicate that leaders diversifying their speech between speed and slowness, and that leaders pronounce letters from their correct points of articulation when speaking, are considered the most commonly used methods (80%).
Conclusions: Universities should include promoting a culture of dialogue within their vision, mission and strategic objectives
