Positions of Scholars Toward Political Developments in Oman during the Second Ibadi Imamate:Abu al-Mu’thir al-Salt bin Khamis al-Kharusi as a Model

Abstract
The Second Ibadi Imamate in Oman (177–280 AH / 793–893 CE) represents one of the most significant periods in Omani history. It witnessed the emergence of prominent scholarly and religious figures who played influential roles in political and social life, particularly in the selection of imams, monitoring their performance, and removing them when necessary. Among these scholars, Salṭ ibn Khamis al-Kharusi, known as Abu al-Mu’aththir, stands out as a key intellectual figure of the period. He was distinguished by his clear positions on political events during the reigns of the imams he lived under, as well as his efforts to preserve the unity and strength of the Ibadi Imamate.
This study aims to analyze the positions and views of scholars during this period by focusing on the figure of Abu al-Mu’aththir, showing how the role of scholars extended beyond religious functions to become a fundamental pillar of both the political and social systems, contributing to decision-making and policy direction.
The findings reveal that the Second Ibadi Imamate constituted a pivotal stage in Omani history, with scholars acting as a driving force behind events.
