Abstract

This study aimed to assess the administrative and financial preparedness, as well as the actual emergency response, at the Indonesian Hospital in Gaza during the 2023–2025 war, employing a descriptive analytical methodology. A structured questionnaire was distributed among a sample of 54 administrative and financial staff members.


The findings revealed a relatively high overall readiness level, with an average score of 4.090 and a relative weight of 81.80%. Administrative preparedness scored the highest at 91.43%, followed by financial preparedness at 76.99%, and emergency response at 76.98%. The results demonstrated the existence of activated and written emergency plans, a well-defined field organizational structure, and effective documentation systems. However, gaps were identified in proactive financial planning and training of financial teams.


The study recommends strengthening flexible and adaptable emergency plans, conducting regular practical simulation drills, integrating financial teams into emergency training, and enhancing financial autonomy during crises to improve overall emergency management effectiveness.
