Governance and Sustainability Issues in the Philanthropic Sector: An Applied Study on the Philanthropic Sector in the Sultanate of Oman

Abstract
The charitable sector in the Sultanate of Oman encompasses diverse forms and activities, including institutional initiatives, volunteer teams, and individual endowments, resulting in a broad and varied landscape of charitable work. These activities are regulated by the Law on Civil Associations (14/2000) and overseen by the Ministry of Social Development.
The expansion of the charitable sector in the Sultanate has led to the emergence of volunteer teams operating outside the formal institutional framework of charitable organizations. Some of these teams are established under the umbrella of social development committees in the wilayats (provinces), headed by the walis (governors) and their deputies. This often results in the Ministry of Interior assuming oversight, although this is not always the case. Additionally, private sector companies directly implement corporate social responsibility programs to serve the community.
Therefore, this study aims to examine the governance of the charitable sector and explore potential avenues for sustainability within its institutions. These objectives are achieved by addressing the central research question: Governance and Sustainability in the Charitable Sector in the Sultanate of Oman.
