The Relationship Between the Administrative Competencies of Direct Managers and the Governance of Administrative Processes from the Perspective of Employees in the Directorates of Education in Hebron Governorate

Abstract
The study aimed to explore the relationship between the administrative competencies of direct managers and the governance of administrative processes from the perspective of employees working in the Directorates of Education in Hebron Governorate. The study was conducted on a sample of 156 employees and adopted the descriptive analytical approach. The findings revealed that the level of administrative competencies among managers was high across all its dimensions (human, technical, cognitive, and leadership). In contrast, employees rated the level of administrative process governance as moderate. Simple regression analysis indicated that administrative competencies are a strong predictive variable for the governance of administrative processes, explaining 87,9% of the variance. Furthermore, multivariate analysis of variance showed statistically significant differences in employees' responses based on years of experience and job title in relation to administrative competencies and governance of administrative processes. In light of these findings, the study recommended the need to enhance administrative competencies—particularly leadership and human competencies—and to institutionalize governance principles within the administrative environment to ensure performance transparency and effective decision-making
