The Ethical Formation of International Human Resource Management: Strategies, Challenges, and Impacts on the Global Work Environment

Abstract
This research aims to study and analyze ethical formation in international human resource management, with a focus on the challenges and strategies multinational organizations face when applying ethics in culturally and legally diverse work environments. The research problem revolves around how to balance maintaining high ethical standards with complying with local laws, amidst cultural and legal disparities across countries. A descriptive-analytical approach was employed to review and interpret relevant ethical concepts and theories, along with a comparative approach to examine policies adopted by multinational organizations. The case study of EY was utilized as a practical example of applying these policies in a complex international work environment. The findings indicate that adherence to ethical formation enhances organizational performance, increases employee loyalty, and builds customer trust, thereby contributing to improving the organization's global reputation. However, cultural and legal challenges remain significant barriers to the effective implementation of these policies. Accordingly, it is recommended to develop flexible and comprehensive ethical formation programs that account for these challenges, alongside strategies that support ethical leadership and the use of technology to enhance ethical awareness.
