Developing a Framework for Quality Assurance of Teaching and Learning in Higher Education Institutes

Abstract
The higher education sector is considered as one of the most important sectors that lead toward the growth of economy as it affects other sectors tremendously. The new globalization and open world market phenomena caused many countries to value the importance of quality assurance in their products in all sectors, especially in the education sector, to enhance the quality by applying the total quality management concepts within the institute. Among the most prominent features of this period, the trend towards global standards of quality in all aspects of life in a new world characterized by a rapid change in all matters a long with a high competition.
This paper aims to highlight the teaching and learning process in higher education institutes and its effect on the quality of academic programs. The quality of the teaching and learning process is considered as part of the quality of the academic programs, which is part of the quality of the academic institute as a whole. This paper focuses on the best practices and continuous enhancement of some Arab and international universities. This affected positively the quality of the programs learning outcomes offered by these universities which affected the quality of the institutions performance in general. The paper also suggests a practical detailed framework to enhance the quality of teaching and learning. It presents best practices related to the development and assessment of the program aims and learning outcomes, design and assessment of the course syllabus, design and implementation of the teaching material, design and assessment of students’ homework, design and assessment of exams, design and assessment of the group work using the rubric, assessment of the teaching process in the classroom, and development and assessment of the course portfolio.
