Abstract

Despite the establishment of the National Center for Quality Assurance and Accreditation of Educational and Training Institutions in Libya since 2006, the implementation of quality standards and accreditation processes in Libyan government universities and their educational programs still suffer from slow progress and significant delays. This has led many quality and accreditation experts and stakeholders in higher education to raise legitimate questions about the establishment of organizing and supporting frameworks for quality and accreditation implementation, as well as the actual application of quality standards and the challenges faced during the implementation process. The researcher relied on several important reports and their limited knowledge in analyzing and diagnosing the situation. The researcher emphasized that understanding the various constraints facing the implementation of quality and accreditation in Libyan government universities is linked to several dimensions, including the lack of a genuine and serious political will towards quality and accreditation implementation, whether from the Ministry of Higher Education or the university's senior management. Additionally, the continued lack or insufficient financial and moral support for quality and accreditation activities cannot be ignored. Furthermore, the absence of supportive regulations and laws for quality assurance and its enforcement is an essential aspect. In conclusion, several important future pathways were developed, emphasizing that the responsibility of implementing standards lies with all relevant parties and requires cooperation and joint efforts for proper execution.
