Abstract:
Writings on the importance of strategic planning for the development and management of quality programs in higher education have increased rapidly. The global activities in general and the Western activities in particular were of special motivation for Arab researchers to raise this vital issue, and try to lay a basis for information infrastructure that helps put modern systems for quality management, based on accurate scientific criteria , aiming to develop higher education in Arab universities, through writings, seminars and conferences. This conference was one of the most prominent among those responsible attempts for the advancement of higher education in Arab universities.
Planning Strategic means: prediction, expectation and anticipation of the goals of the future, and the required configuration and preparation and mobilization of all the possibilities, and the distribution of roles and division of labor and employment tools, and identify methods of implementation, including possible to achieve the goals set for the plan accurately and realistically, according to the timing of time specified in the plan. Moreover, the quality management activities in higher education require the presence of the Department of Strategic Planning and Quality Management, and it is the only way to manage the education and development.
Especially as strategic planning for the management of quality in modern higher education institutions has become of interest to most countries in the developed and developing world.
In the Arab world, there is the strongest need for strategic planning and implementation of quality systems, as it has all the enabling ingredients: such as financial resources and scientific talent and the depth of civilization and culture. It is difficult to predict the number of universities that apply the principles of total quality, with the knowledge that there is a significant number of Arab universities which began to take upon themselves the obligation to apply the concepts of quality and apply quality assurance and accreditation systems in academic programs and educational policies and objectives.
It should be noted that the success in the preparation and the implementation of quality plans requires the existence of advanced research centers that take the responsibility to create evidence and information that should be a high degree of trust and credibility, and provide accurate information of all kinds, and that which will reflect the extent to which the planning institutions of higher education from implementing the Total Quality Management.
In addition, the type and accuracy of information, help organizers to plan and implement the quality management, to make healthy choices, by which the problems are addressed that hinder the progress of implementation, or face cases or certain situations which may happen. Many studies say that strategic planning for quality management is based on three levels: national, regional and pan-Arabic levels.
