Became the talk about the importance of standards and benchmarks in e-learning was part of a modern e-learning for himself the possession of normative importance in the production of e-learning excellence.
From this point demonstrated the importance of research (standards for building systems, e-learning), where he emerged the need urgent, and urgent, for the advancement of a standard in this area, able to meet the demands of the times and requirements, provided they do not deliver on the responsibility of educators only, but there must be technical, and technicians in the computer field, and scientists in various disciplines in order to achieve integration in the development and application of these standards.
The research in four sections, offering the most important issues relating to the construction and design of e-learning and educational programs, as follows:
Section I: The concept of e-learning: definition, types, its impact on the educational process, its advantages, disadvantages and its determinants.
Section II: and it touched the researcher to the standard specifications of e-learning system and SCORM.
The third section, offering standard models used in the design of educational programs.
The fourth chapter contained the results of the research study.
